SHIF covers a maximum of 3 minor, 2 major, and 1 specialized surgical procedure per household per year. Minor procedures done at Level 2–3 facilities are funded through the Primary Healthcare Fund instead of SHIF. Major and specialized procedures require Level 4–6 facilities with at least two operating theatres.

Emergency surgery is handled differently. Emergency procedures to stabilize trauma and polytrauma patients (head, cardiac, pulmonary, or critical limb injuries) within the first 24 hours are covered under the Accident & Emergency package in the ECCIF fund, not the standard surgical tariff schedule above.
