HELB Application Without a National ID: How to Register With Your KCSE Index Number
HELB Application Without a National ID is possible for two groups: applicants below 18 (who attach a birth certificate) and applicants above 18 still waiting for their ID (who attach a waiting card and KCSE results confirmation). Either way, the HEF Portal lets you register with your KCSE Exam Year, KCSE Index Number, and KUCCPS Programme Code. This is meant as a temporary route: once you do get your National ID, HELB requires you to go back and update your details before your application can proceed. Here’s how the KCSE-based registration works, what each category needs to attach, and what to do once your ID arrives.
How to Register Without a National ID
Select “No” for National ID Number
On the Account Creation screen at portal.hef.co.ke, select No for “Do you have a National ID Number?”
Enter Your KCSE Exam Year
Select the year you sat your KCSE exam from the dropdown provided.
Enter Your KCSE Index Number
Type your KCSE Index Number exactly as it appears on your results slip.
Enter Your KUCCPS Programme Code
Enter the Programme Code as indicated on your college or university admission letter.
Validate Your Details
Click Validate. Once your KCSE Index Number is found, you continue with the same email, password, and account activation steps as any other applicant.
Two Categories: Minors and Adults Awaiting Their ID
HELB splits KCSE Index Number applicants into two categories, each with its own supporting document, according to official HELB guidance:

Got Your National ID After Registering? You Must Update Your Details
If you applied as a first-time applicant using your KCSE Index Number and have since received your National ID, HELB requires you to update your details on the HEF Portal with your ID number before your application can proceed. Registering with an index number is a stand-in for applicants who don’t yet have an ID — it isn’t meant to carry your full application through to disbursement.

Can I apply for HELB without a National ID?
Yes. First-time applicants without a National ID can register on the HEF Portal using their KCSE Exam Year, KCSE Index Number, and KUCCPS Programme Code instead of an ID number.

I’ve registered with my KCSE Index Number and now have my National ID. What do I do?

Why does HELB need my National ID if I already registered with my index number?
Your National ID is used to verify your identity for loan disbursement, guarantor checks, and other stages of the application that a KCSE Index Number alone cannot support.
Is this different from the normal HEF Portal registration?
Only at the identity verification step. Everything after that — email, password, activation, and login — follows the same process as registering with a National ID.
I’m below 18 and don’t have a National ID. Can I still apply?
Yes. Applicants below 18 can apply using their KCSE Index Number and must attach a copy of their birth certificate in place of a National ID.
I’m above 18 but haven’t been issued my National ID yet. Can I still apply?
Yes. You can apply using your KCSE Index Number and must attach evidence of your ID application (waiting card) along with your KCSE result slip or a KNEC KCSE results confirmatory message.
