TSC Wealth Declaration: How to Complete Your DIALs Online

TSC Wealth Declaration — officially the Declaration of Income, Assets and Liabilities (DIALs) — is a legal requirement for TSC teachers every two years under Section 31 of the Conflict of Interest Act, filed online at teachersonline.tsc.go.ke. It’s not something you can defer or skip quietly: TSC monitors compliance through Heads of Institution and has previously published lists of teachers who missed the deadline. Here’s who must declare, what you’ll need, and exactly how the process works.

⚠ Before You Start

TSC opens and closes the DIALs system for a fixed window each cycle, announced by circular a few weeks ahead of time — it is not permanently open. The most recent cycle (2023/2025) closed at the end of December 2025. If you’re trying to declare right now, confirm the current window is open via TSC’s official circulars before assuming access is available.

How to Complete Your Declaration

1

Go to the Portal

Visit teachersonline.tsc.go.ke. This is the exact portal named in TSC’s own DIALs circular for submissions.

2

Use your TSC Number and password. You’ll need an activated official email address — it’s what TSC uses for setting, accessing, and resetting your declaration password.

3

Select Your Declaration Type

Choose Regular, Initial, or Final, based on your employment status.

4

Fill In Your Basic Details

TSC Number, mobile number, email, place of birth, marital status, postal address, KCSE mean grade, education level, home county and sub-county, and category.

5

Declare Income, Assets and Liabilities

Cover the statement period set in the current circular, including any material change since your last declaration.

6

Add Your Witness

A witness must be listed with accurate details. TSC explicitly treats a missing or inaccurate witness entry as unacceptable.

7

Submit and Keep Your Confirmation

Press Submit before logging out — a copy is automatically emailed to you as confirmation. TSC does not accept hard copies of the DIALs form.

What Counts as a “Material Change”

If you’re updating a previous declaration rather than starting fresh, TSC defines a material change as any of the following occurring since your last declaration:

Type of Change
At least a 25% increase or decrease in the value of an income, asset, or liability
Disposal or acquisition of an asset or liability
Change in marital status
Appointment to, or change in, a directorship
Change in membership of a company, partnership, or other legal entity
Change in membership of a social association, society, club, foundation, or trust
Why declaring on time matters: Submitting false or misleading information is an offence under the Conflict of Interest Act and can result in conviction plus administrative or disciplinary action. In 2023, TSC published a public list of over 100,000 teachers who had failed to declare on time — this isn’t an exercise TSC lets slide quietly.
A note on accuracy: The requirements above are drawn directly from TSC Circular No. 24/2025 (Ref: TSC/ADM/192A/VOL.X/68, dated 24 November 2025) covering the 2023/2025 DIALs cycle. The legal basis, portal, and process should carry forward to future cycles, but exact opening dates, statement periods, and any procedural tweaks are set fresh by circular each time — always confirm against TSC’s current-year circular before relying on specific dates.

FAQ: TSC Wealth Declaration

What is the TSC Wealth Declaration?

It’s the online Declaration of Income, Assets and Liabilities (DIALs), required of TSC teachers every two years under Section 31 of the Conflict of Interest Act. It applies to teachers on leave, secondment, interdiction, suspension, or authorised absence. Intern teachers are exempt.

Where do I file my TSC Wealth Declaration?

At teachersonline.tsc.go.ke, the portal named directly in TSC’s own DIALs circular. The Commission does not accept hard copies.

What happens if I don’t declare on time?

Submitting false or misleading information is an offence under the Conflict of Interest Act and can lead to conviction plus administrative or disciplinary action. In 2023, TSC published a list of over 100,000 teachers who failed to declare on time.

Is the declaration window open right now?

Not necessarily. TSC opens and closes the DIALs system for a fixed window each cycle and announces exact dates by circular a few weeks beforehand. Check TSC’s official circulars for the current cycle’s dates before assuming the portal is open.

Do new or exiting teachers still need to declare outside the main window?

Teachers employed under two years file an Initial declaration, and teachers leaving service file a Final declaration. In the most recent cycle these followed the same window as the regular biennial declaration.
